That is what you would have in odbcinst.ini

Check the lib loads with

dltest /usr/local/lib/libsqlite3odbc.so SQLConnect

The

Driver=SQLite3

Needs to match the entry in odbcinst.ini

[SQLite]

So I would try

Driver=SQLite
