I have seen it before. The configure tried to find a location for ar, 
but failed, and ended up with false, then tried

false cru .libs/libodbcextraslc.a .libs/strcasecmp.o .libs/snprintf.o

instead of

/path/to/ar cru .libs/libodbcextraslc.a .libs/strcasecmp.o .libs/snprintf.o
