[unixODBC-support] make install fails on SuSE 9.3

I've done this many times before on SuSE 10 and other SuSE 9.3 servers but for some reason, I can't get past the  'make install' phase.

configure --enable-gui=no
make
make install


configure and make go well.  'make install' errors out with:

I don't have anything installed in /usr/local/etc (the default path for unixODBC).

I'll be the first to admit that if a compile doesn't work, I don't know what to do.  I installed SuSE 9.3 as a minimal graphical system, then installed GCC, libtools, etc as needed.  I don't know where to go.
